Humboldt Site Council E-mail Minutes March 13, 2006

1. Agenda-March 13 meeting-canceled due to weather. Site Council members have been asked to respond via email to the agenda items.

2. Aproval of Feb. 13, 2006 minutes will be done at the April meeting.

3. Open Forum:

· Valerie Atkinson: HAWK Crew Leaders met on Monday, March 13. They will coordinate with the help of JROTC a food drive for Neighborhood House. The food drive will begin on Monday, March 20 and end on Wednesday March 29. Food items will be collected during advisory. Administration will provide treats to the winning advisory with the most pounds of food donated.

Humboldt National Honor Society will be holding an American Red Cross Blood Drive on April 13 in the senior high gym. Starting at 7:30 a.m. until 1:00 p.m. Parent volunteers are needed to assist the day of the blood drive. Parents are also welcome to come to school that day to donate blood. You must have a photo ID. You can call Valerie to schedule a time for you to give blood or if you can volunteer to help.

· Natalie Hamilton: I believe it was a bit unfair to hold an entire assembly for Julian Mancha. Granted, he did a superb job and won first place in the state for his weight class, but I feel that having an all school assembly for him was a bit too much. I keep asking myself why is it just for him and wrestling? Last year, two of our girls for badminton won first place in the state for doubles, but they weren’t acknowledged like he was. Why is that? Our adapted athletics always do a fantastic job, too, but they are not recognized like him either. Then, I wondered why it was always athletics? What about academics or community and volunteer activities? I know a handful of students who every Wednesday night, come to Jane Adams to help the new Hmong-Thai students with their English and other various things, but they have never been recognized for this either in front of the entire school. These group of students volunteer their time outside of school to do something great and to help others, but we have never had an assembly for them. By no means am I trying to minimize Julian’s achievement, but if the school has an assembly for just him, then why not for our other students who excel in academics and community/volunteer activities.

4. Update on presentation to school board-Andy Mosca- This report will be given at the April meeting.

5. Update on Physical/Improvements-Dave Mergens- Three Phase Report

I submitted a revised Grant application as requested by Ramsey County for the field turf. We were able to get a little better detail on the drawings and very rough estimates on the projects for the field upgrades. We received an encouraging letter of support from Lou Kanavati. I included all of this in the $100,000 Grant for field turf. We were almost assured the money if the district will commit to start and fund the project. We submitted a 3 phase Facility Upgrade proposal with a time-line to the school board as requested. It will show up as a Board agenda item for the March 21, Meeting. We are emphasizing that they get started on Phase 1 of the facility upgrade as soon as possible.

I also have Don Luna and Tony Ruiz set up to speak at the public comment for Tuesday's March 21 School Board meeting.

We need site council members and staff there for moral support!

We should also have another post card ready to put in each School Board members mailbox this Friday! We should address the proposal we are adding to the agenda.

THREE PHASE PLAN

Phase 1:

Phase one is what needs immediate attention for the purpose of meeting the goals set by the school at the request of the superintendency to improve Humboldt schools. Something visual and immediate is needed to win back the faith of the community and to show that the District is committed to academic improvements on the West Side.

Outside Field Improvements:

1) Artificial Turf

2) 2 or 3 lane running surface around the football/Soccer field

3) Permanent stands along the west of the field to accommodate 500 -1000 people. Enclosed under area.

4) Multi-use Press box constructed between the Football/Soccer and Baseball field. Free standing

5) New wireless scoreboards set up on the south end of the field so it is visible for all fans. (Football/Soccer & Baseball.)

6) Move retaining wall (Possibly add Humboldt block sign)

Timeline: tart Phase 1 project as soon as possible (summer of 2006). Concentrate on the field turf, running surface and moving the retaining wall. Note that the Bleachers press box and scoreboards could be added after the turf and running surface but maybe more cost effective if project could be done all together. Note that the $100,000 Soccer grant is in jeopardy of not being awarded if there isn’t an immediate commitment to the field Turf.

Phase 2:

Follow capital bonding procedures and other possible funding sources to fund the final athletic improvements, inside improvements and start front entrance remodeling.

1) One joint entrance with vestibule, lobby area, senior & junior high administrative office space and meeting area.

2) Second level glassed in media center.

3) Remodel existing Library into academic coach’s office space.

4) Remodel and add trophy display area.

5) Expansion of North end parking lot. (Add more space and make accessible to Baker Street sidewalk.)

6) North and South fence height increased or nets extended for both football and soccer fields. Appropriate padding retaining walls

7) New field entrance with ticket booth.

8) Repair Tennis Court Surface.

9) Appropriate signs and directions for parking lot. (athletic and front entrance)

10) Permanent Decorative garbage cans and benches at front entrance and athletic area.

11) Visitor parking spots by the front entrance.

12) Fence in pre-school area 5’ height with 2 access gates.

13) Digital sign (Robert Street & Baker/Morton) Other street signs around neighborhood.

14) Upgrade the Junior high greenhouse

15) New carpet for Senior high

Timeline: Submit phase 2 projects for Capital Bonding funds 2007/08 start projects 2008/09. Add any of the phase 1 items that were not funded in 2006.

Phase 3:

Follow capital bonding procedures and other funding sources for the long term upgrades.

Front Entrance:

1) Acquire needed approval for Field lights for evening events

2) Acquire or lease vacant space on Robert/Morton Street for auxiliary parking.

3) Improve or add outside area lighting around the building

Timeline: Start project survey and study for community and city approval process for field lights and land lease, 2006-8. Apply for capital bonding or other funding sources 2010.

6. School Continuous Improvement Plan (SCIP) report: Isreal Moses

7. Principals Report-Mike Sodomka

· Congratulations to Julian Mancha winning first place in the state wrestling championship in the 171 lb. weight class.

· I would like the support of the Site Council to approve that Humboldt seek the support of the District to have the AVID (Advancement through Individual Determination) program at Humboldt next school year. The AVID program is currently at Central, Arlington, Harding, and Highland High Schools and Battle Creek, Murray and Ramsey Junior High Schools.

The AVID elective meets daily, two days a week the students The AVID program is a program which supports the academic middle student 2.0 to 3.5 GPA to prepare them for higher education through direct instruction of successful academic behaviors and tutoring during the school day. We would create one AVID class section at the 10th and 11th grades which will meet daily for the entire school year in our initial year of implementation, with plans to expand to 9th and 12th grades in future years.

Students would receive instruction in organizational development, note taking, and test taking strategies. Two days a week would also be dedicated to tutoring; tutors from colleges would work with the students on an individualized basis; one day week would be evaluation of student progress in class work, motivational speakers, and college visits. To gain access to the AVID program, students would need to go through an application process. We would limit participation to 15% of the schools population or 30 students per grade level (120 total students when fully implemented). The students selected would not be the typical AP student who is success in AP classes; rather student who show the potential to be successful, but lack the skills. Students enrolled in the AVID program would then be placed into more challenging honors classes.

Humboldt would need to dedicate $25,000 per year for the funding of the AVID program. This would include funding for tutoring, training of staff, classroom supplies, parent events. We also would use our VISTA volunteer to coordinate mentoring/tutoring opportunities for students.

· Humboldt received a VISTA volunteer from St. Paul, Jeremy Neren. He is working in our library, coordinating volunteers and seeking out funding sources for our building.

· The MCA (Minnesota Comprehensive Assessments) will be April 25 and 26. Students in 9th grade will be take the SAT 10, 10th grade will take the MCA reading and 11th graders will take the MCA math test. There will be a late start for 12th graders.

· Thursday 3-9-06 was the last day of the trimester; grades will be mailed out next Monday or Tuesday with the newsletter.

· We received a preliminary budget from the District. The Integration funding formula has changed from site specific funding to per pupil funding ratio. This negatively impacted Humboldt’s funding; I will not disclose the exact amount at this time, because the District is re-examining this; therefore, I will not create unneeded stress.

· Humboldt Junior and Senior staff are working to develop classes which complement each other. We will be providing classes for junior high students to take in the senior high and vice versa. Currently looking to trade a wood shop (currently jr. high only) for a small engines class (currently sr. high only), thereby enhancing the elective offerings at both schools

· We have worked with the District’s architects and Pat Quinn to develop proposals interior and exterior improvements to the building, including but not limited to artificial turf, bleachers, lights, entry renovation, carpet and lockers for the junior high. We have submitted a proposal for a soccer grant through Ramsey County to assist in defraying the cost of the field turf.

· John’s therapy is coming along and he plans to return after spring break.

Question From Gilbert

Hey mike thanks for the update. A few comments: it was good to hear that john b. is " coming along ". On the AVID is there any feed back from students or staff from the other the schools that have AVID program about the effectiveness, things that work or don't work , etc. ? I remember when Roosevelt & Humboldt had wood shop , metal shop etc. I think it would be a great addition to the curriculum. Maybe include some plumbing & heating / electrical too. How helpful this could be for our students when they become home owners.

Reply From Mike:

Gilbert, the schools which currently have the AVID program are experiencing success with increasing the number of students passing honors courses. Ultimately, they expect to experience success in the numbers of students passing the AP exam, but this is the first year of implementation in SPPS. The challenges involve the difficulty getting tutors in the building during school hours twice a week to assist with the AVID class. We will be asking for community support and also assigning our VISTA volunteer to the task of recruiting college students.

The AVID program is a national program, which has documented successes. Please see their website at: http://www.avidonline.org/

Though the AVID program involves teachers teaching the AVID class one period class all year, we could use our existing teachers, since we are moving to a six period day, we would not need to cut any existing courses with the addition of the AVID program.

We are fighting to bring this program to Humboldt, because it pushes kids who typically wouldn't be in advanced placement classes into those classes then provides them support to be successful. There is reluctance at the District to expand the AVID program without mindful planning, however, we feel the benefits it brings cannot be overshadowed by the District's will. At a meeting today, District staff stated Humboldt should plan on a planning year next year, with full implementation occurring in the September 2007. We feel we cannot afford to wait, our kids need this support. We requested the District to allow us full implementation at second trimester (early December), instead of waiting an entire year to plan. They are considering this request and are checking with the national AVID program to see if mid-year implementation is possible. We will have the AVID program at Humboldt in some fashion next year, one way or another. Ecolab is willing pay for the up-front costs of the AVID program, this eases implementation.

To get to your second point, I agree with you the addition of electrical/heating/plumbing courses would be beneficial to our students to prepare them for independent living. I would support this, however, given the state of the current budget, we cannot afford to add additional teachers to teach specialized courses, such as plumbing, heating and electrical. This would involve hiring teachers who are licensed in those areas; we do not have that in our budget. Great idea, but unless there is oil under the football field, I don't see that happening. Sorry for that news.
